  • Scope NATO Core GIS is the central Geospatial Information System within NATO. It provides NATO customers with a portfolio of services, geospatial data, and geospatial products. NATO Core GIS supports the complete geospatial information lifecycle to ensure that all phases of military operations are conducted on the same spatial reference. It addresses two main user communities: Specialised Geospatial Sections and the broad community of Functional Service (FS) users. NATO missions and systems rely on the provision of mission critical mapping products, services and data through NATO Core GIS. In order to assure proper operation of NATO Core GIS NATO Communications and Information Agency requires temporary expertise in the area of operation, maintenance, support, and development of the system.
  • Objective The Geospatial Services Branch requires off-site support of a GIS consultant to carry out the assessment of OGC GeoPackage Standard. The study is an essential input to the geospatial standardization with respect to geospatial data exchange between NATO systems as well as between NATO and data contributing Nations and entities. The purpose of this activity is to produce a study that informs the geospatial leadership in the NCS about the scope and potential of the OGC GeoPackage Encoding Standard, and that shows if/how this standard can be used to meet the current and future geospatial requirements of the NCS.
  • Deliverables:
  • Produce a study / report (format: Microsoft Word and PDF) that includes an Assessment of the OGC GeoPackage Standard and a description and explanation of its original scope and purpose;
  • Analysis of the current geospatial operating procedures (SOPs) with respect to the packaging and distribution of Geospatial Information (GI). Identify and document the underlying requirements, which are relevant for the scope of this study.
  • Analysis of current and potential future NCS geospatial requirements related to packaging and distribution of Geospatial Information (GI), and an assessment to which extend the OGC GeoPackage Standard can be used to implement these requirements.
  • Detailed analysis of how the GeoPackage Standard would need to be profiled and adjusted in order to meet the NCS requirements.
  • Analysis and assessment of an existing profile for the GeoPackage Standard, and evaluation to which extent this profile meets NCS requirements, and if/how it would need to be adjusted.
  • General project requirements:
  • Frequent coordination with the NCI Agency Service Delivery Manager for NATO Core GIS on the progress and content of the study.
  • Minutes of on-site meetings at NCI Agency The Hague (if conducted); Maximum of 2 on-site meetings.

Requirements

Security Clearance: Unclassified /Not Required

Mandatory Requirements

  • Minimum 5 years of proven experience in the field of geospatial standardization in NATO, including experience in working with NATO ACT POW in the area of geospatial standardization, and working experience and knowledge with geospatial processes and procedures in NATO Command Structure (NCS).
  • Working experience with NATO Standardization bodies, such as JGSWG, and the standardization process in NATO
  • Knowledge of OGC GeoPackage Encoding Standard, and related OGC Standards such as WMS, WMTS, WFS, WPS.
  • Proven experience in scientific writing and the creation of large scientific reports and documents.
  • Working experience with the creation of NATO STANAGs
  • Framework Conditions Line Manager/Supervision authority: For the duration of the consultancy period the consultant shall work under the supervision of the JISR/ SL Geospatial Services Branch.
