Annex A Statement of Work
1. OVERALL PROJECT SCOPE
The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command amp; Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.
Directorate AMDC2 ensures the harmonized planning, implementation, deployment evolution and support of the Air Command and Control System (ACCS) and other Air Command amp; Control (AirC2) and Ballistic Missile Defence (BMD) assigned programmes., in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. Directorate AMDC2 is the procurement and implementation body of the NCI Agency, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national AirC2 systems.
The Capability Analysis Section (CANS) under the management of the Chief, Engineering Branch (ENB) is active in the definition of the architectures that realize the intended operational benefits.
The Senior Architect will be contributing to the design of the BMD System of Systems Architecture with a specific focus on the operational benefit provided by the delivered capability and on the intended usage by operational community of the integrated functional services. Moreover, the incumbent will be requested to assure accurate description of operational activities through a deep understanding and expertise of their implementation practices. A strong operational expertise on BMD and TBMD missions will be an essential requirement for the incumbent to properly deliver the expected deliverables of this contract. 2. DELIVERABLES
All of the defined deliverables are briefings, reports, designs (proof of concept demonstrators) or specifications with a well-defined NCI Agency-specified format. The deliverables will be required by various dates between 19 September 2022 and 31 December 2022 with one-year option: 2023 (1-January to 31-December 2023).
All deliverables are to be peer reviewed within the deliverable cycle. Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.
During the period of performance a Delivery Acceptance Sheet shall be provided to the Purchaser. The Template is provided in the Annex C.
The Purchaser will confirm the acceptance by signing Delivery Acceptance Sheet.
The expected classification level of the deliverables is NATO Restricted. However, in some particular circumstances it might be decided that a part of the deliverables will be classified as NATO Secret.
The execution of duties may require the contractors to access information, as well as CIS systems, classified up to NATO SECRET.
The execution of this contract will be coordinated by the NCIA Systems Engineering for BMD Programme NSE016716 Project. The Agency Point of Contact for the daily execution of the contract is the NCIA PM.
- The contractor shall participate in a kick-off meeting within one working week after the signing of this contract.
- This will be a virtual meeting executed via electronic means using Conference Call capabilities.
- During the kick off meeting, the contractor will provide and discuss a plan for executing the tasks under this statement of work. Purchaser and Contractor will discuss the plan and amend where appropriate.
- The contractor will provide email minutes containing, at least decisions and actions decided during the meeting.
- The contractor shall participate in regular status meetings, either in-person (where possible) or via electronic means using Conference Call capabilities.
- The rhythm for these meetings will be decided at the kick-off meeting.
- The contractor will initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting.
The following specific deliverables are expected from this statement of work. Please note that D22-01, D22-02 and D22-03 refer to the currently active projects ACT POW 2022, and are already confirmed. Items D23-01 to D23-06 are expansion capabilities subject to the approval and authorization of ACT POW 2023. Activation of such expansion capability items will be communicated to the incumbent through official channels.

- D23-06 : Proposed update to Tranches 2025, 2027 and 2029 outcomes and abilities in consideration of operational benefits based on current procurement status of implementation projects.
To be able to provide the contracted deliverables, the incumbent of this post will have to perform below activities per deliverable.
2.1. D22-01 : Proposed update text for BMD CONEMP Section 3 : Capability Overview with a focus on BMD Tranche 2023.
The incumbent is requested to get a deep understanding of the BMD Concept of Employment and Architecture Description Document and to integrate such understanding with the personal knowledge on operational procedures applied to BMD and TBMD missions. As a result the incumbent shall produce a text that will be screened, amended and integrated as needed by the Agency team in order to serve as Section 3 of BMD CONEMP. Section 3 expands on the BMD Capability Overview from the operational perspective. The deliverable shall be provided in MS Word format by 2 DEC 2022. Agency’s lead BMD CONEMP Team reserves the right to make full or partial use of the deliverable as part of the published BMD CONEMP 2.0.
2.2. D22-02 : Review comments on BMD CONEMP Draft 2.0 from the perspective of a JFAC operator.
The incumbent shall review and provide review comments on the whole BMD CONEMP Draft 2.0. The Deliverable shall be provided by in MS Excel format by 9 DEC 2022. Comments must reflect the view on using BMD Tranche 2023 materiel in support of BMD / TBMD mission from the perspective of a BMDOC / JFAC operator. Agency’s lead BMD CONEMP Team reserves the right to decide on how to adjudicate the proposed comments.
2.3. D22-03 : Review comments on BMD ADD v4.4 Section 3 on Operational aspects of BMD Architecture, including the associated annexes.
The incumbent shall review and provide review comments on the BMD Architecture Description Document edition 4.4 with a specific focus on the operational viewpoints provided in section 3 and its annexes. The Deliverable shall be provided in MS Excel format by 9 DEC 2022. Comments must reflect the view of a BMDOC / JFAC operator on the correctness and completeness of architectural description with regards to operational activities and exchanged information products. Agency’s lead BMD Architecture Team reserves the right to decide on how to adjudicate the proposed comments.
2.4. D23-01 : Proposed update text for BMD CONEMP Section 4.2 on Initial Situational Awareness in Tranche 2025.
The incumbent shall get familiarity with the foreseen materiel at BMD Tranche 2025 and shall integrate this knowledge with the personal knowledge on BMD and TBMD procedure in order to contribute to the definition of a Concept of Employment for BMD Tranche 2025.
This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be the proposed update text for BMD CONEMP Section 4.2 on Initial Situational Awareness in Tranche 2025.
The deliverable will be provided in a progressive way through continuous elaboration subject to the Agency's leadership of BMD CONEMP team.
The incumbent shall respect the following milestones:
- MS Word version of draft section 4.2 available by end of September 2023
- MS Word finalized section 4.2 available by end of December 2023

This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be the proposed update text for BMD CONEMP Section 4.3 on Strategic Assessment in Tranche 2025.
The deliverable will be provided in a progressive way through continuous elaboration subject to the Agency's leadership of BMD CONEMP team.

The incumbent shall get familiarity with the foreseen materiel at BMD Tranche 2025 and shall integrate this knowledge with the personal knowledge on BMD and TBMD procedure in order to contribute to the definition of a Concept of Employment for BMD Tranche 2025.
This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be the proposed update text for BMD CONEMP Section 4.4 on Military Response Options Development in Tranche 2025.

2.7. D23-04 : Review comments on BMD CONEMP Draft 3.0 sections from 4.6 to 4.12 on COPD Phase 4 implementation in Tranche 2025 from the perspective of a JFAC operator.
The incumbent shall get familiarity with the foreseen materiel at BMD Tranche 2025 and shall integrate this knowledge with the personal knowledge on BMD and TBMD procedure in order to contribute to the definition of a Concept of Employment for BMD Tranche 2025.
This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be the comments on CONEMP sections 4.6 to 4.12 expanding on the development of the Strategic Planning Directive (SPD), the Strategic and Operational CONOPS and on the OPLAN or the Standing Defence Plan.
The deliverable will be provided in a progressive way through continuous elaboration subject to the Agency's leadership of BMD CONEMP team.
The incumbent shall respect the following milestones:

2.8. D23-05 : Review comments on BMD CONEMP Draft 3.0 sections from 4.14 to 4.17 on COPD Phase 5 implementation in Tranche 2025 from the perspective of a JFAC operator.
The incumbent shall get familiarity with the foreseen materiel at BMD Tranche 2025 and shall integrate this knowledge with the personal knowledge on BMD and TBMD procedure in order to contribute to the definition of a Concept of Employment for BMD Tranche 2025.
This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be the comments on CONEMP sections 4.14 to 4.17 expanding on Generate Tasking, Maintain Tactical Awareness, Conduct Engagements and Maintain Situational Awareness.
The deliverable will be provided in a progressive way through continuous elaboration subject to the Agency's leadership of BMD CONEMP team.
The incumbent shall respect the following milestones:
- MS Excel version of the comments ready by end of October 2023

2.9. D23-06 : Proposed update to Tranches 2025, 2027 and 2029 outcomes and abilities in consideration of operational benefits based on current procurement status of implementation projects.
The incumbent shall get familiarity with the foreseen materiel at BMD Tranche 2025, 2027 and 2029 and shall integrate this knowledge with the personal knowledge on BMD and TBMD procedure and with the procurement status of implementation projects at the time of contract execution.
The incumbent shall be requested to provide a proposal to re-allocate outcomes and abilities based on the optimization of operational benefits.
This activity may require travels to NATO Command Structure sites as required for the incumbent to consolidate the understanding on how materiel delivered at Tranche 2025 will impact on operational procedures.
The deliverable for this item shall be an Excel table formatted as per BMD ADD Table 5.2 reflecting the new proposal. Deviations from the published edition 4.4 shall be clearly identified.
The deliverable will be provided in a progressive way through continuous elaboration subject to the Agency's leadership of BMD Architecture team.
The incumbent shall respect the following milestones:
- MS Excel version of the table ready by end of November 2023

4. PAYMENT SCHEDULE
This requirement is for the delivery of the products identified in Section 2 - Deliverables. Payment will be provided based on these deliveries as indicated in the following tables.
Items D22-01 and D22-02 will be paid according with the following schedule in 2022 upon successful acceptance of the associated deliverables.

5. PERIOD OF PERFORMANCE
The Contractor is required for the period starting 19 September 2022 through 31 December 2022 with a one-year Option: 1 January 2023 to 31 December 2023.
6. SECURITY CLEARANCE
The duties of the Contractor requires a valid NATO SECRET security clearance.
7. TERMS
This is a Completion-type contract which requires a Contractor with complementary skills to complete the work.
Optional deliverables may be exercised at the discretion of the NCI Agency.
Work on the contract will primarily be performed on-site at NCIA in the Hague office.
This Task Order may require scheduled travel. This travel will be billed to the purchaser by the service provider separately in accordance with the terms and conditions of the framework agreement and is considered an addition to the overall cost of the bid.
Extraordinary travel (Purchaser Directed Travel which will be referred to as TDY from here on) may be required to other NATO or non-NATO locations as necessary so that task agility maybe maintained.
Work on the contract will be performed:
• Primarily at the on-site office and lab space at the NCI Agency in the Hague,
• Occasionally at Incumbent’s remote office location
• During TDY at remote location (please refer to Special Terms and Conditions for TDY reimbursement Annex B)
A Reach computer will be provided by the NCI Agency-NL for the duration of this contract;
NATO will retain the intellectual property rights for all products developed in relation to this project.
Annex B Special Terms and Conditions
Quoting Article 5.3 of AAS Framework Contract
Travel costs associated with awarded Purchase/Task Orders will be processed by the Purchaser and reimbursed directly to AAS Framework Contractor personnel, for the majority of personnel assigned to the primary Purchaser locations (Mons, Belgium; Brussels, Belgium; and The Hague, Netherlands) in accordance with Purchaser Internal Policy. For personnel that cannot be directly reimbursed, the Purchaser will allocate Travel costs to each Purchase Order and all processing shall be accomplished through the AAS Framework Contractor. Travel requirements vary by requirement and shall be communicated to personnel in accordance with Article 7.1.2. Note that each AAS Framework Contractor is responsible for all liabilities during performance of Travel, and the AAS Framework Contractor indemnifies the Purchaser regarding these liabilities.
Requirements
3. SPECIFIC EXPERTISE REQUIREMENTS
The following expertise and knowledge is essential for this contract:
- The candidate must have a currently active NATO SECRET security clearance
- Strong network in the NATO BMD community,
- Experience with development of technical documentation, training materials and instructional aids,
- Broad NATO and international experience in policy, doctrine and concept development, mission planning and execution, training and exercises at all levels of NATO’s Command Structure,
- Extensive experience working with NCI Agency, ACT, SHAPE and other NCS HQs,
- Extensive experience with the NATO BMD Programme and programme tranche concept as a capability delivery method,
- Extensive knowledge of / practical user experience with air defence weapon systems, sensors and communications, and current and future NATO Command and Control systems like NATO ICC, ACCS, AirC2IS, TOPFAS, NCOP, INTEL FS, etc,
- Extensive experience with capturing BMD system requirements and business/operational workflows,
- Experience in providing instruction on technical subjects to both non-technical personnel as well as technical specialists,
- Strong project management skills.
- Candidate must have the nationality of one of the NATO nations.
- Excellent command of spoken and written English
The following expertise and knowledge are desirable for this contract:
- Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities,
- Experience with On The Job Training (OJT),
- Experience with conducting Training Needs Analysis,
- Experience with online and blended learning technologies,
- Experience with Benefits Management,
- Foundational knowledge of User Experience (UX) design.
